Why is it when I wear my boots, my ankle cuffs detach, and vice versa?

The boots and ankle cuffs use the same attachment point, namely "Lower Leg".

Unfortunately, until Lindens Lab allows more than one item per attachment point, or increases the number of attachment points, you are stuck.

You have to choose which item you want to wear at any one time, sorry.
